I'm not sure if this is possible, but I know students get notifications when they've received OVERALL feedback on an assignment, but I feel there should be a notification for ITEM FEEDBACK even if we forget to provide OVERALL FEEDBACK comments in the assignment. I find this to be valuable especially for when administering, and more so when grading, tests.
The attached picture shows when an assignment is clicked on from their GRADES section, and they're able to see (where the arrow is pointing) when comments are provided OVERALL from the assignment. However, there's never a notification letting them know that ITEM feedback (what's circled in the picture) has been provided especially when it's important for a test.

I can definitely understand why this would be important to you. I reviewed the notification settings and I do not see anything regarding specific item feedback. There is only a setting for Submission Comment.
While it is a bit more work for you, one way to give students a notification could be to add a statement such as, "Item Feedback has been added to some of your recent quiz questions. Please review." Would be good to copy the comment and paste it in for other students' submission comments which would save a little bit of time instead of repeatedly typing the comment.
I know this is not ideal, but hopefully it will help with your situation.
