Thank you for always helping us out.
If a student attaches a file to an announcement reply, does it count against the student's user quota?
I would like to know what happens if a student attach a file using "Attach" instead of "Rich content editor."
I read this topic but didn't find the answer.

It would be very helpful if you could provide some information.

The discussion under this blog post from last month may be useful: Discontinuing the Attachment button in Discussion ... - Instructure Community - 644101

In short, Instructure was planning on removing the Attach button, but because files uploaded through it count against the course quota, while those uploaded through the RCE count against the user quota, they decided to postpone the removal.
So the safer method, if you are worried about student's quotas, is to instruct them to use the Attach button.

I really appreciate all the detailed information.
I didn't know about this article.
I'm always concerned that students will have trouble with the 50 MB user quota.
I will have the students use the “Attach” button.
Many thanks,
That was also the concern of the commenters there.
But I'm with you, I did not understand that that was how it worked from the link you shared.
