Attachments to replies to announcements

Thank you for always helping us out.

If a student attaches a file to an announcement reply, does it count against the student's user quota?
I would like to know what happens if a student attach a file using "Attach" instead of "Rich content editor."

I read this topic but didn't find the answer.

The discussion under this blog post from last month may be useful:  Discontinuing the Attachment button in Discussion ... - Instructure Community - 644101  
(note also the "Update" in bold at the top of the post)

In short, Instructure was planning on removing the Attach button, but because files uploaded through it count against the course quota, while those uploaded through the RCE count against the user quota, they decided to postpone the removal.

So the safer method, if you are worried about student's quotas, is to instruct them to use the Attach button.
